Our take
1/5The Selma Dallas County Public Library's meeting rooms do not fit a children's birthday celebration. Its room policy excludes social gatherings and limits use to cultural, educational or civic nonprofit groups and approved classes, orientations or seminars. That restriction rules out the straightforward plan of booking a room for guests to celebrate together.
A birthday with a book theme still needs a venue that permits social use. Calling a party an educational gathering would not resolve the policy issue. Parents seeking space for the celebration should choose somewhere whose room rules expressly accommodate that purpose.
