Our take
3/5Colusa-Sacramento River State Recreation Area fits a birthday planned as an outdoor day together. Day use and a boat launch give it a clear recreational purpose, with particular appeal for a family whose celebration centers on a boating outing. The City of Colusa operates the recreation area.
Call for park hours before choosing the invitation time, and discuss your intended group plans during that conversation. I would keep the itinerary focused on one shared activity. If boating is part of the birthday, make those arrangements separately; access to a launch should not be treated as an organized boating experience.
