Our take
3/5Double Springs Public Library is worth considering for a child who would enjoy making books part of a birthday outing. The library setting gives that idea a clear focus, especially when the invited friends share the interest. I would keep the proposed visit modest and discuss it with the library before building the rest of the celebration around it.
Ask whether a children's group visit would be appropriate and what arrangements would apply. Discuss any reading activity you hope to organize, along with the timing. Plan food or a separate gathering only after establishing what fits the library visit.
