Our take
3/5Washington Square on Chatham Street is a Mobile option to explore for a birthday gathering you organize yourself. I would begin with the kind of celebration your child wants, then ask the parks department whether that plan fits the location. Keeping the proposed activities specific will make the conversation more useful than a general request about holding a party.
You can contact the department by phone or email. Discuss group use and your intended food arrangements before sending invitations, and include the Chatham Street address when sharing the meeting point.
