Our take
3/5Courthouse Park is an option for parents planning their own birthday gathering in downtown Fresno. The park hosts events through a facility-use permit, so there is an established process for discussing a celebration. It suits a family that wants to choose its own activities and is prepared to handle the event arrangements.
Make the permit your first planning step. Ask whether your intended gathering is permitted and which conditions would apply before arranging food or entertainment. I would keep the plan centered on an activity you can organize yourselves, with the permitted space and timing settled before guests are invited.
