Our take
2/5Alexander City Boat Ramp has a specific role: public access for fishing and tournaments. For a birthday child who enjoys fishing, it could be the starting point for an outing built around that interest. The access function matters when deciding how the group would spend its time here.
Parents would need to organize the fishing activity and consider how children will be supervised around the ramp and water. Call ahead about the intended group use and any tournament overlap. I would plan the cake gathering separately, with the ramp serving as the outing's access point.
